City appoints new executive director of economic development and planning cluster

eThekwini Municipality is banking on experienced, seasoned urban strategist Lihle Phewa to lead economic transformation in the municipality.

This comes after Mr Phewa was officially appointed Executive Director of the eThekwini Municipality’s Economic Development and Planning Cluster, effective on May 1.

The title of Executive Director was formerly known as Deputy City Manager. Mr Phewa has been acting in the role since mid-2023 and brings with him a wealth of experience in urban planning, economic development and public sector leadership.

In his new position, he will steer the city’s strategic efforts in facilitating inclusive economic growth, job creation, and investment attraction, all in alignment with the Integrated Development Plan.

Mr Phewa is tasked with ensuring that the Economic Development and Planning Cluster delivers on its functions to drive radical economic transformation and stimulate sustainable development.

Speaking on his appointment, Mr Phewa expressed enthusiasm and confidence, saying although this is a huge task, he steps into his new role ready to transform ambition into action.

“I am eager to formally take on this role. Acting in the position over the past year has given me deep insight and solidified my readiness to hit the ground running. This experience has reinforced my understanding of the dynamics at play and the urgency needed to transform our economic landscape,” he said.

Mr Phewa has over two decades of municipal experience. Most recently, he served as the Head of the Development Planning, Environment and Management Unit from March 2020. In that capacity, he oversaw multiple departments responsible for land use, environmental planning, climate change, and building control.

Notable achievements during his tenure include the implementation of an electronic development application system, the creation of the city’s Climate Action Plan – the first of its kind in the country – and the development of eThekwini’s Hydrogen Strategy.

In addition, Mr Phewa championed the eradication of bad buildings, with a particular focus on the inner city. Prior to this, he held senior positions within the same unit, including Deputy Head of both the Development Planning and Development Management departments.

His accomplishments include spearheading the eThekwini Rural Development Framework and overseeing the establishment of a single Land Use Scheme compliant with the Spatial Planning and Land Use Management Act regulations. Mr Phewa’s educational background include a Master’s Degree in Town and Regional Planning from the then University of Natal (now the University of KwaZulu-Natal), a Bachelor of Arts from the University of Fort Hare, and has completed various professional courses in project leadership, tourism sustainability, and municipal management in South Africa and the United Kingdom. He is also a registered Professional Planner with the South African Council for Planners.

Commenting on his immediate focus, Mr Phewa said he plans to be hands-on in implementing programmes that lead to viable and multiple job opportunities and mega investments in the city, working together with all the heads of units reporting to him.

“My strategy is to improve turnaround times for planning approvals and reinforcing public trust by ensuring transparency and efficiency in service delivery. I believe the best way to lead is by being proactive and present. We must drive programmes that make a tangible impact and programmes that change lives,” he added. 

With a reputation for innovation and a firm grasp of both strategic policy and operational delivery, Mr Phewa’s appointment is said to bring renewed energy and direction to one of the city’s most critical portfolios.
